隨著日本的生質能發電量的增加與日本PKS主要供應國印尼政府計畫提高棕櫚殼出口稅率，導致日本的棕櫚殼（PKS）進口量於2018年1月份激增，。

根據日本財政部的數據，日本1月份進口了139,196公噸PKS，比往年增長了33 % (增加34,699公噸)。由於印尼政府將於3月1日大幅上漲出口稅，因此，日本的1月份PKS進口量相較去年12月增加68 % (增加56,220公噸)。

此次PKS的進口量，達到日本在一月份的新高，也是自2017年9月份創紀錄的149,000噸以來第二大的PKS進口量。

日本2018年1月份進口量受到全球最大PKS出口國印尼80,986公噸的強力供應支撐，印尼的供應量比往年同期上漲12％，若與去年12月出口量60,642公噸相比則上升了34％。

考量到印尼提高PKS出口稅， PKS買家如日本等國加大了購買印尼PKS的力度。該稅原為$ 12/公噸，其中包括向國家棕櫚原油基金（CPO）支付5美元/噸的費​​用和7美元/公噸的出口稅。但CPO基金部分將在2018年3月1日上漲至10美元/公噸，促使日本用戶在出口稅調漲之前進行儲備。

去年，隨著買家要求更高品質的原料，印尼在日本的PKS的市場佔比有所增長。相比於PKS第二大供應國馬來西亞，印尼的PKS公認有更好的品質及更高的熱值。

Japan’s PKS imports surge in January amid new capacity

Japan's palm kernel shell (PKS) imports surged in January along with increased biomass power capacity in the country and attempts to beat a planned increase in export taxes from key supplier Indonesia.

Japan imported 139,196t of PKS in January, up by 33pc or 34,699t year on year, according to finance ministry data. The imports were 68pc or 56,220t higher than in December amid increased shipments from Indonesia, where export taxes are due to rise sharply on 1 March.

The PKS imports were the highest yet for Japan during the month of January and also represented the second largest volume of PKS imported since the record of 149,000t in September 2017.

January imports were bolstered by strong supply from the world's biggest PKS exporter, Indonesia, at 80,986t, which was 12pc higher year on year and 34pc up from 60,642t received in December.

Buyers such as the Japanese have stepped up efforts to purchase Indonesian PKS given the pending change to the country's export tax package. The tax, which is at around $12/t, comprises a $5/t payment to the national crude palm oil (CPO) fund and a separate export levy of $7/t. But the CPO fund component is due to rise to $10/t on 1 March, prompting Japanese utilities to stock up before then.

Indonesia's share of Japan's PKS market grew last year as buyers sought higher quality material. Indonesian PKS is considered to be better quality, with a greater calorific value than PKS from the next biggest supplier, Malaysia.
