【市場訊息】南韓2017木顆粒燃料需求增長

南韓的國營事業在2017年間招標採購290萬公噸的木質顆粒,比起2016年的150萬公噸採購量高出約140萬噸。
在此290萬公噸採購量中有89.3萬公噸之採購量流標,導致2017年南韓木顆粒實際採購量約為200萬公噸。在2016年間並沒有任何的木顆粒採購案件流標,說明了南韓的木質顆粒買家發現從2017年要開始確保成交量變得比以往更加困難。國營企業對於木質顆粒的品質及價格的要求更加嚴謹,再加上海關延誤等問題,都對供應商造成更艱鉅的挑戰。流標導致韓國的國營企業並沒有獲得達成內部政策設定目標所需之木顆粒燃料量。
南韓的國營企業為了達成國家的再生能源發展目標,大幅度地在燃煤電廠混燒木質顆粒燃料,以提升再生能源發電在總發電量中的占比。其目標為自2016年的3.5%提升至2017年的4.0%及2018年的5.0%,最終目標為2023年達到10.0%。
南韓國營企業在2017年共有50個木顆粒燃料採購案,其中有21個標案流標。去年第一個流標案件為韓國電力旗下的韓國南部電力公司(Korea Southern Power Co. Ltd., KOSPO)於3月公告預計在4月交貨之採購案。KOSPO之木顆粒採購流標案件佔了21件流標案中的11個,其可能的原因是他們的熱值採購標準之最低淨熱值(net calorific value, NCV)要求為4,200 kcal/kg比其他地區電力公司的最低淨熱值要求3,900 kcal/kg來得高。
東南亞的木質顆粒供應商努力達成供應其最低淨熱值需求之木顆粒燃料,但供給來自其他地區的木質顆粒燃料必然會導致成本增加。

South Korea’s wood pellet demand rises in 2017

South Korean state-controlled utilities issued tenders for a combined 2.9mn t of woody biomass pellets for delivery in 2017, up from 1.5mn t in 2016.
About 893,000t of the 2.9mn t, were from reissued tenders, indicating that utilities sought around 2mn t of woody biomass pellets for 2017 delivery. No tenders were reissued in 2016, suggesting that South Korean buyers found it more difficult to secure volumes last year than in the past. The utilities' quality and price expectations, along with more quality inspections and customs delays at ports, have also proved challenging for suppliers. As a result, South Korean utilities have not always received as many bids as internal policies require, also triggering the reissue of tenders.
South Korea's state-owned utilities have largely turned to co-firing wood pellets in their coal-fired power plants to help meet the country's renewable portfolio standard, which requires power generators to increase their share of renewable energy in their generation mix. The target rose to 4pc in 2017 and 5pc in 2018 from 3.5pc in 2016, and will incrementally rise to 10pc by 2023.
South Korean utilities issued 50 tenders in 2017, but 21 were reissues. The first was in March, when state-controlled utility Kospo reissued a tender seeking pellets for April delivery.
Kospo was behind 11 of the 21 reissued tenders last year, probably because it typically seeks pellets with a minimum net calorific value (NCV) of 4,200 kcal/kg, higher than the 3,900 kcal/kg standard for the region. Southeast Asian producers struggle to meet the higher NCV, but supply from elsewhere is more costly.
